Air Force One, followed by an F-16 fighter jet, flew very low throughout New York City and past the Statue of Liberty several times for a photo-op. The issue: nobody told the officials within the city or government. Many of the people that remember 9/11 in the financial district evacuated their office buildings in complete panic. Louis Caldera, Director of the Military Office for the White House, took blame for the incident. Obama had no idea that this took place, and press secretary Robert Gibbs said that President Obama was "furious" about the incident.

I just don't understand how someone, anyone, in the Military Office didn't think this was an absolutely terrible idea without notification. The FAA did notify New York City police, but stated that the information was classified and should not be released to the public or the media.
